NOTICE is hereby given that the Borough Council of the Borough of Conshohocken, Montgomery County, Pennsylvania, will consider adoption of the following ordinance at its public meeting on Wednesday, October 4, 2023, at 7:00 PM to be held at Borough Hall, 400 Fayette Street, Conshohocken, PA 19428.

The ordinance under consideration is as follows:

AN ORDINANCE OF THE BOROUGH OF CONSHOHOCKEN, MONTGOMERY COUNTY, COMMONWEALTH OF PENNSYLVANIA, AMENDING CHAPTER 15 VEHICLES AND TRAFFIC OF THE CODE OF THE BOROUGH OF CONSHOHOCKEN TO AUTHORIZE THE FIRE MARSHAL TO ENFORCE PARKING RESTRICTIONS IN FIRE LANES; ESTABLISHING ADDITIONAL STOP INTERSECTIONS AND ADDING/AMENDING GENERAL PARKING REGULATIONS; AMENDING THE PROVISIONS RELATED TO EXPIRATION OF RESIDENTIAL PARKING PERMITS; AMENDING REGULATIONS REGARDING OVERNIGHT PARKING OF CERTAIN VEHICLES/TRAILERS/EQUIPMENT; AMENDING THE REGULATIONS REGARDING ON-STREET AND OFF-STREET METERED PARKING ZONES; AND ADDING NEW TOW-AWAY ZONES IN THE BOROUGH; FURTHER AMENDING CHAPTER 13 LICENSES, PERMITS AND GENERAL BUSINESS REGULATIONS BY AMENDING PART 12 PORTABLE STORAGE UNITS CONTAINING REGULATIONS APPLICABLE TO PORTABLE STORAGE UNITS IN THE BOROUGH ON PRIVATE PROPERTY AND IN THE BOROUGH’S STREETS AND RIGHTS-OF-WAY; REPEALING PRIOR INCONSISTENT ORDINANCES AND PARTS OF ORDINANCES; PROVIDING FOR A SEVERABILITY CLAUSE; AND CONTAINING AN EFFECTIVE DATE.

Pursuant to the requirements of the Borough Code, the following is a brief summary of the proposed ordinance:

The ordinance authorizes the Borough’s fire marshal to enforce parking restrictions in fire lanes.  The ordinance establishes a new one-way street and new stop intersections.   The ordinance creates new no-parking zones and special-purpose parking zones.  The ordinance amends the regulations regarding expiration of Residential Parking Permits.  The ordinance prohibits overnight parking of certain trucks, trailers, vehicles, and equipment on the basis of weight, size, or type.  The ordinance amends and clarifies the metered parking zones in the Borough, and amends the regulations related to on-street and off-street metered parking, particularly as needed to permit use of an application/web-based payment system, and clarifies the hourly rates/hourly restrictions for such parking.  The ordinance creates new tow-away zones in the Borough.  The ordinance amends the Borough’s regulations regarding Portable Storage Units (e.g. dumpsters or PODS), including specifically the length of time a Portable Storage Unit may remain in the streets, rights-of-way, or on private property.   

The ordinance contains a severability clause, repeals prior inconsistent ordinances or parts of ordinances, and contains an effective date.
