Mayor Robert Frost called the meeting to order.

Mr. Ike Griffin introduced Judge Cheryl L. Austin.

 

Mr. Raj Gupta took the Oath of Office as Council Member for Ward 1 and was sworn in by Judge Cheryl L. Austin.

 

Mr. Paul McConnell took the Oath of Office as Council Member for Ward 3 and was sworn in by Judge Cheryl L. Austin.

 

Mr. Matthew Ryan took the Oath of Office as Council Member for Ward 5 and was sworn in by Judge Cheryl L. Austin.

 

Mr. Edward Phipps took the Oath of Office as Council Member for Ward 7 and was sworn in by Judge Cheryl L. Austin.

 

Mr. Marabella took Roll Call. Members of Council present at the meeting were: Mr. James Griffin, Mr. Raj Gupta, Ms. Carolyn Maye, Mr. Paul McConnell, Mr. Edward Phipps, Mr. Matt Ryan, and Mr. Robert Stokley.

 

Prayer of Council by Mr. Matt Ryan, and the Pledge of Allegiance, led by Mr. James McConnell were said.

 

Mayor Frost asked if there were any public comments from the audience.

 

Mayor Frost called for nominations to elect President of Council. Mr. Phipps made a motion to nominate Mr. Paul McConnell as President of Council. Mr. Griffin seconded the motion. Mayor Frost called for any other nominations. No additional nominations were made. A Roll Call vote was taken to appoint Mr. McConnell as President of Council. All voted in favor. Motion passed.

 

Mayor Frost called for nominations to elect Vice-President of Council. Mr. Phipps made a motion to nominate Mr. Ike Griffin as Vice-President of Council. Mr. Ryan seconded the motion. Mayor Frost called for any other nominations. No additional nominations were made. A Roll Call vote was taken to appoint Mr. Griffin as Vice-President of Council. All voted in favor. Motion passed.

 

Mayor Frost turned over the gavel to Mr. McConnell as President of Council. 

 

Mr. McConnell announced that Mr. Michael Savona of Friedman Schuman submitted a letter requesting to continue to serve as the Solicitor of the Borough for 2012-2013. Mr. McConnell stated that Mr. Savona would continue to be the lead Solicitor for his firm. Mr. Griffin made a motion to approve Friedman Schuman as Solicitor for 2012-2013. Mr. Phipps seconded the motion. All voted in favor by Roll Call vote. Motion passed.

 

Mr. McConnell announced that Remington, Vernick & Beach submitted a letter requesting to continue to serve as the Borough Engineer for 2012. Mr. McConnell stated that Mr. Paul Hughes would continue to be the lead representative for the firm. Mr. Stokley made a motion to approve Remington, Vernick & Beach as Borough Engineer for 2012. Mr. Griffin seconded the motion. All voted in favor by Roll Call vote. Motion passed.

 

Mr. McConnell announced that Mr. Joseph Collins expressed his interest to continue to serve on the Vacancy Board for another term. Mr. Griffin made a motion to approve Mr. Collins for the Vacancy Board. Mr. Gupta seconded the motion. All voted in favor of the motion. Motion passed.

 

A motion was made by Mr. Phipps to designate the Council President, Vice-President and Borough Manager as authorized signers of the Borough’s Bank Accounts. Mr. Gupta seconded the motion. All voted in favor. Motion passed.

 

Mr. McConnell announced the nominations of Chairs of Committees of Council as follows:

Finance, Transportation & Economic Development – Mr. Raj Gupta

Personnel – Ms. Carolyn Maye

Public Safety & Parking – Mr. Ike Griffin

Public Works – Mr. Bob Stokley

Parks & Grounds – Mr. Ed Phipps

Recreation & Fellowship House – Mr. Matt Ryan

Buildings – Mr. Paul McConnell

 

A motion was made by Mr. Stokley to approve the appointments of Chairs of Committees of Council as announced by Mr. McConnell. Mr. Griffin seconded the motion. All voted in favor. Motion passed.

 

Mr. Marabella announced that the next Council Workshop meeting is January 4, 2012 at 7:00 p.m. and that there is an executive session at 6:30 p.m.

 

Mr. McConnell asked if there were any additional comments from the audience or Council and Mayor.

 

Mr. Gupta wished everyone a Happy New Year and stated that he looks forward to working with everyone.

 

Ms. Maye welcomed the new Council members

 

Mr. Phipps thanked everyone for coming to the ceremonies and wished all a Happy New Year.

 

Mr. Stokley welcomed the new Council members and wished all a Happy New Year.

 

Mr. Griffin welcomed the new Council members and wished all a Happy New Year.

 

Mr. McConnell expressed the same wishes of all other Council members and also thanked the Borough staff for their work.
