BOROUGH OF CONSHOHOCKEN
COUNCIL MEETING NOVEMBER 19, 2008
Meeting called to order by the President of Borough Mrs. Sandra Caterbone. The Prayer of Council and The Pledge of Allegiance were said. Members of Council present at the meeting were Mr. Jason Salus, Mr. Paul McConnell, Mr. Anthony Tucci, Mr. James Griffin, Mr. Robert Stokley, Mr. Edward Phipps and Mrs. Sandra Caterbone. Mr. Marabella reported that there is a worksheet which details all open and closed actions he has for Council and Staff. If there are any additions or deletions for the list let him know. Mrs. Pearl Duckett gave the Treasurer’s report for the month of October 2008. Cash Receipts $383,872.83 Total for 2008 $8,930,667.50 Cash Disbursements $1,112,553.85 Total for 2008 $4,607,713.45 Payroll Paid $344,761.16 Total for 2008 $2,653,219.65
A motion was made by Mr. Griffin to accept the Treasurer’s report and pay all Borough bills. Motion was seconded by Mr. Stokley. All voted in favor. Motion passed. A motion was made by Mr. Stokley to approve the minutes of the October 15, 2008 Council meeting. Motion seconded by Mr. Tucci. All voted in favor. Motion passed. A motion was made by Mr. Phipps to approve the Public Hearing held on November 5, 2008. Motion was seconded by Mr. Stokley. All voted in favor. Motion passed. The Little League Concession Stand Project is still in progress. There was a meeting held with the Fellowship House Board to discuss their 2009 Budget request on October 29, 2008. A motion was made by Mr. Griffin to approve the 2008 Streetscape change order in the amount of $11,050.00. Motion was seconded by Mr. Stokley. All voted in favor. Motion passed. The 2008 Curb Cut Program should be completed by the end of next week. A motion was made by Mr. Stokley to appoint Peter Costa to the position of Mechanic at the Public Works Department contingent on him passing all preliminary tests. Motion was seconded by Mr. Phipps. All voted in favor. Motion passed. The repairs at 7th Avenue & Wells Street is proceeding. A motion was made by Mr. Stokley to authorize the Council President to sign the Commonwealth of Pennsylvania Master Casting Agreement. Motion was seconded by Mr. McConnell. All voted in favor. Motion passed. A motion was made by Mr. Griffin to authorize the Borough Manager to release escrow funds to 1401 Partners for Colwell Lane in the amount of $46,739.50. Motion was seconded by Mr. Phipps. All voted in favor. Motion passed. A motion was made by Mr. Stokley to authorize the Borough Manager to release escrow funds to East Elm Street , LP for 125 East Elm Street in the amount of $89,687.70 less Engineering fees. Motion was Seconded by Mr. Tucci. All voted in favor. Motion passed. A motion was made by Mr. McConnell to authorize the Borough Manager to release escrow funds to Tess Landholding LLC for 430-434 East Hector Street in the amount of $136,265.00. Motion was seconded by Mr. Griffin. All voted in favor. Motion passed. A motion was made by Mr. Griffin to authorize the Borough Manager to release escrow funds to Shaffer Builder for East 7th Avenue in the amount of $16,040.00. Motion was seconded by Mr. McConnell. All voted in favor. Motion passed. A motion was made by Mr. Griffin to authorize the Borough Manager to execute a Sewer Module for the Seven Tower Bridge Project. Motion was seconded by Mr. Phipps. All voted in favor. Motion passed. A motion was made by Mr. Tucci to authorize the Borough Solicitor to advertise for adoption of the 2006 Fire IFC and the 2008 ANSI Standard. Motion was seconded by Mr. McConnell. All voted in favor. Motion passed. A motion was made by Mr. Tucci to approve Conshohocken Fire Company # 2’s request to waive the fee for permit to repair the concrete in front of the firehouse. Motion was seconded by Mr. McConnell. All voted in favor. Motion passed. The Act 511 tax audit is still ongoing. A motion was made by Mr. McConnell to adopt the presented preliminary 2009 budget which is out of balance by $179,680. Motion was seconded by Mr. McConnell. All voted in favor. Motion passed. The budget will be available for public inspection on November 24, 2008 and Council intends to adopt the final budget at the December 17, 2008 Council meeting. A motion was made by Mr. McConnell to approve the proposed Rules and Regulations for our Mercantile and Business Privilege Taxes. Motion was seconded by Mr. Salus. All voted in favor. Motion passed. There is a Riverwalk Apartment Fire Victims benefit scheduled for November 30, 2008 at Maddies on Route 30 in Frazer. The next Budget workshop will be held on Wednesday December 10, 2008 at Borough Hall. A motion was made by Mr. McConnell to authorize the Borough Solicitor to advertise an Ordinance for the Police Pension Plan Trust and Ordinance. Motion was seconded by Mr. Tucci. All voted in favor. Motion passed. A motion was made by Mr. Griffin to adopt a Resolution authorizing the Staff to submit the Borough’s Housing Rehabilitation Program application for $400,000.00 for State Home Funds. Motion was seconded by Mr. McConnell. All voted in favor. Motion passed. DR Horton will pave Corson Street shortly. There was one response for the Shade Tree Commission. Bids will be opened on November 25, 2008 for the sale of the parking lot at Spring Mill and Harry Street and the Verizon Building at 402 Fayette Street. Motion was seconded by Mr. McConnell. All voted in favor. Motion passed. The Civil Service Commission is working on the eligibility list. A letter will be sent to the homeowner in an effort to get the four way stop sign at the intersection on Forrest Street project started. The Borough Manager and the Borough Solicitor have been working with the Police on contract negotiations. A motion was made by Mr. Stokley to approve the 2009 Saint Patrick’s Day Parade on Saturday, March 14, 2009 contingent on getting all approvals from the State and the Borough. Motion was seconded by Mr. Phipps. All voted in favor. Motion passed. The Conshohocken Farmers Market last day will be on November 21, 2008. There was a joint meeting with the Conshohocken Wastewater Authority, Conshohocken Borough, West Conshohocken Borough and Plymouth Township on November 13, 2008 at Borough Hall. The Borough of Conshohocken Codification was introduced to the public at the November 5, 2008 Work Session meeting and it is scheduled to be adopted on December 17, 2008. A motion was made by Mr. Salus to accept the resignation of Steve Nelson from the Planning Commission. Motion was seconded by Mr. McConnell. All voted in favor. Motion passed. Council needs to discuss the Council meeting schedule for 2009 and the Boards and Commissions terms expiring in 2009. A motion was made by Mr. Griffin to approve a Special Parking space at 214 West 5th Avenue. Motion was seconded by Mr. Tucci. All voted in favor. Motion passed. Mr. Stokley reported that leaf collection has started in the Borough and he advised the residents to look for the signs to be posted for the date of collections. Leaf bags are being sold at CVS. A motion was made by Mr. McConnell to adjourn the meeting. Motion seconded by Mr. Salus. All voted in favor. Meeting adjourned at 7:35 p.m.
