BOROUGH OF CONSHOHOCKEN OCTOBER 15, 2008 Meeting called to order by the President of Council Mrs. Sandra Caterbone. The Prayer of Council and The Pledge of Allegiance were said. Members of Council present at the meeting were Mr. Jason Salus, Mr. Paul McConnell, Mr. Anthony Tucci, Mr. James Griffin, Mr. Robert Stokley, Mr. Edward Phipps and Mrs. Sandra Caterbone. A motion by Mr. Griffin to go out of the regular order of business. Seconded by Mr. Tucci. All voted in favor. Motion passed. Mrs. Sandra Caterbone presented a Resolution to Reverend Stephen W. Price Priest in Charge, Mrs. Nancy Wirth, and the Senior Warden for Calvary Episcopal Church’s 150th Anniversary. Mr. Michael Savona, Borough Solicitor presented the Resolutions needing approval from Council. A motion by Mr. Stokley to approve RESOLUTION 23-2008 RE: Approval of Subdivision/Land Development Plan 25 Colwell Lane subject to all waivers in the Resolution. Seconded by Mr. Phipps. All voted in favor. Motion passed. A motion by Mr. Stokley to approve RESOLUTION 18-2008 RE: Approval of Amended Land Development Plan at 101 East 8th Avenue, subject to the conditions in the Resolution. Seconded by Mr. Phipps. All voted in favor. Motion passed. A motion by Mr. McConnell to approve RESOLUTION 21-2008 RE: Approval of an Amended Subdivision/Land Development Plan at 403-434 East Hector Street subject to conditions in the Resolution. Seconded by Mr. Salus. All voted in favor. Motion passed.
A motion by Mr. Phipps to go back to regular order of Council business. Seconded by Mr. Stokley. All voted in favor. Motion passed.
Mr. Marabella reported to Council that the Codification should be ready in November. There was an Executive Session held before the meeting tonight to discuss personnel issues and real estate. Mrs. Pearl Duckett, Assistant Borough Treasurer gave her report for the month of September 2008.

A motion by Mr. Griffin to approve the Treasurer’s report and pay all Borough bills. Seconded by Mr. McConnell. All voted in favor. Motion Passed. A motion by Mr. Phipps to approve the minutes of the September 17, 2008 Council meeting. Seconded by Mr. Griffin. All voted in favor. Motion passed. There will be a meeting on October 29, 2008 with the Fellowship House Board to discuss their 2009 Budget request at 6:30 P.M. at Borough Hall. The repointing of the A-Field is in the bidding process. A motion by Mr. Stokley to approve the 2008 Curb Cut Program bid at a cost of $72,505.00 contingent on the contractor’s eligibility for federal funding. Seconded by Mr. Phipps. All voted in favor. Motion passed. Interviews will be held for the Mechanic position available at Public Works. A motion by Mr. McConnell to approve the proposed cell phone policy for Public Works on a 60 day trial basis. Seconded by Mr. Stokley. All voted in favor. Motion passed. A motion by Mr. McConnell to adopt the Schuylkill Riverfront Linkage Study. Seconded by Mr. Griffin. All voted in favor. Motion passed. A motion by Mr. Stokley to award the 7th Avenue & Wells Street channel repairs to JTB Inc. at a cost not to exceed $37,000.00. Seconded by Mr. Griffin. All voted in favor. Motion passed. A motion by Mr. Tucci to approve the recommendation of John McGrath to appoint Bob Zinni as the Assistant Fire Marshall for the Borough to include a stipend of $1,200.00. Seconded by Mr. Griffin. All voted in favor. Motion passed. A motion by Mr. Tucci to approve the Director Code Enforcement/Fire Marshall job description. Seconded by Mr. Salus. All voted in favor. Motion passed. Mr. Marabella reported that Act 511 tax audits were being conducted for people who have not paid the proper amount of Business Privilege and Mercantile Taxes. A motion by Mr. McConnell to adopt a Resolution to set the compensation paid to the Tax Collector effective 2010. Seconded by Mr. Griffin. All voted in favor. Motion passed. A public meeting will be held on November 12, 2008 at Borough Hall to discuss the 2009 budget at 7:00 P.M. A motion by Mr. Phipps to adopt a Resolution for the Firemen’s Pension Fund changes for this plan to comply with the IRS regulations. Seconded by Mr. McConnell. All voted in favor. Motion passed. A motion by Mr. McConnell to approve the request of Christ the King Presbyterian Church to waive their sign request permit fee contingent on all other stipulations being met. Seconded by Mr. Tucci. All voted in favor. Motion passed. The RFP’s for the sale of the Verizon Building and the parking lot at Spring Mill Avenue and Harry Street will be advertised and they are due back on November 25, 2008. A motion by Mr. Salus to approve a request for Special Parking Privileges at 327 West 4th Avenue. Seconded by Mr. McConnell. All voted in favor. Motion passed.

A motion by Mr. Phipps to accept the Mayor’s report. Seconded by Mr. Tucci. All voted in favor. Motion passed. The Police Contract negotiations will be held on Friday October 17, 2008. The Halloween Parade will be held on Saturday October 25, 2008. A motion by Mr. McConnell to authorize the staff to apply to DCED for a $10,000.00 Fire Police Radio Grant. Seconded by Mr. Tucci. All voted in favor. Motion passed. The Conshohocken Farmers Market will be open every Friday from 10:00 A.M. to 3:00 P.M. until November 21, 2008. A motion by Mr. Tucci to appoint Janis B. Vacca to the Zoning Hearing Board. Seconded by Mr. McConnell. A Roll Call Vote was taken. All members of Council voted in favor. Motion passed by 7-0 vote. Mike Gerber will present a check to the Borough on Tuesday, October 21, 2008 at 10:45 A.M. at the A-Field for capital improvements to the field. There will be a joint meeting with the Conshohocken Authority, Conshohocken Borough, West Conshohocken Borough and Plymouth Township on November 13, 2008 at Borough Hall.
PUBLIC COMMENT:
Mr. Joe Schank of 812 Maple Street stated that he has observed some issues with traffic enforcement in the Borough. Motorists disregard signs posted especially the ones in the crosswalks. He feels the signs give pedestrians a false sense of security.
Mr. Tony DeFazio of Riverwalk Apartments had questions for Council concerning the fire at the apartments.
