Grants Applications.
Executive Session
There is an Executive Session tonight after the meeting to discuss real estate and negotiation
matters.

COUNCIL MEMBER & COMMITTEE REPORTS
Ed Phipps - Parks & Recreation, Public Safety, Finance & Fellowship House
(1) The Donofrio Tournament starts March 23, 2009.
(2) Is Council okay with having the Funfest event on the “A” Field? They would also like to
continue with the Beer Garden since it brings in a lot of money for the non profits that they
contribute the proceeds to.
(3) Is Council okay with authorizing two (2) concerts in the park this year which are estimated
to cost around $2,000? These concerts are not included in the budget.
Bob Stokley - Public Works, Parks & Recreation, Personnel, Building & Grounds &
Fellowship House
(1) The adopted Ordinance for the West Fifth Avenue at Freedley Square road dedication
letter was sent out on February 24, 2009 and the Ordinance is scheduled to be effective
March 20, 2009.
(2) Council will have to discuss if they want to adopt a motion to award Laffredo Construction
the contract for the 400 block of the Streetscape Project for a total amount of $384,570.
(3) Council will have to discuss if they want to authorize the Engineer to bid the Open Space
Greening/Bicycle Rack Grant Project. The total cost of the project is $154,916 which is
funded by an Open Space Grant of $123,933 and the Borough’s match of $30,983.
(4) Council will have to discuss if they want to adopt a Resolution for the submission of an
application to the Montgomery County Revitalization Program for streetscape improvements
to the 500 block of Fayette Street. The total cost of the project is $600,233 which is funded
by a Grant of $480,186 and the Borough’s match of $120,047.
(5) Council will have to discuss if they want to adopt a Resolution for the submission of a
Veterans Memorial Park Project application to the Montgomery County Open Space Program
for funds specifically designated for Conshohocken which will expire April 1, 2009.
(6) Council will have to discuss if they want to adopt a Resolution for the submission of a
Mary Wood Park Improvement Project application to the Montgomery County Open Space
Program.
(7) Council will have to discuss if they want to adopt a motion to approve the final change
order for the 2008 Curb Cut Project for an additional $425.
(8) Council needs to authorize the Manager to release the following escrows:

(1) Council will have to discuss if they want to adopt a Resolution for a Moratorium on the
Sidewalk Café Ordinance Alcohol Enforcement.
(2) An Environmental Forum was held on March 5, 2009 at the Lower Merion Township
building.
(3) Council will have to discuss if they want to adopt a motion to approve the Memorandum of
Agreement Between the Police and the Borough that was approved by the Police.
Paul McConnell – Personnel, Finance, Public Works, Building & Grounds,
Transportation & Parking, & Library
Jason Salus - Building & Grounds, Personnel, Transportation& Parking, Finance &
Mary Wood Park House
(1) The Shade Tree Committee next meeting is scheduled for March 24, 2009 at 5:45 P.M.
(2) Council will have to record for the minutes the Wednesday, March 4, 2009 vote taken to
authorize the Solicitor to work on a feasibility study for the Developer’s proposal for 402
Fayette Street. Mr. Stokley made the motion, it was seconded by Mr. Salus, a roll call was
taken and everyone voted to authorize the Solicitor. Mr. McConnell was absent from the
meeting.
(3) Council will have to discuss if they want to adopt a motion to authorize the Manager to
sign the sewer module for 143 West Second Avenue.
(4) We have another resident interested in becoming a member of the Shade Tree
Commission.
(5) The Verizon Building project update.
Joe Collins - Mayor Report
(1) Police report for the month.
(2) Police contract negotiations update.
(3) The Civil Service Commission eligibility list update.
(4) We need a crossing guard for the crossing at Third and Fayette Street.
(5) The Conshohocken Car Show is scheduled for June 6, 2009 with a rain date of June 13,
2009 from 9:00 A.M. to 3:00 P.M.
(6) The Mayor would like Council to approve four (4) Officers attending the 2009
Pennsylvania Narcotics Officers Conference. They will pay all cost and they are asking that
the Borough give them 24 hours comp time for the costs incurred.
(7) Council will have to discuss if they want to approve Conshohocken Catholic School
request for a banner for the Annual Ducky Regatta on Fayette Street pending Penn Dot’s
approval.
(8) Rolling Thunder Chapter #1 PA will ride through the Borough on Sunday, May 3, 2009.
(9) The Lucky Seven Motorcycle Club will ride through the Borough on Saturday April 25,
2009 for the benefit of autism.
(10) The Mayor would like Council to adopt a motion approving Anthony Santoro’s request for
an educational refund in the amount of $969.75 plus books cost.
Sandy Caterbone - President
(1) The resident’s letter concerning a handicapped parking space located at 214 West Fifth
Avenue update.
(2) Council will have to discuss if they want to adopt a motion for the advertised Ordinance for
the Wastewater Authority’s revised local limits that needs to be adopted by all contributing
municipalities by March 20, 2009.
