Hearing
There is a public hearing scheduled for tonight at 7:00 P.M. to present a proposed amendment to the Borough’s Parks and Recreation Plan.

Executive Session
There is an Executive Session tonight after the meeting to discuss real estate and negotiation matters.

COUNCIL MEMBER & COMMITTEE REPORTS

Ed Phipps - Parks & Recreation, Public Safety, Finance & Fellowship House
(1) Council will have to discuss adopting a motion for the proposed Parks and Recreation Plan amendment for additional capital items at the Second Avenue Meadow.

Bob Stokley - Public Works, Parks & Recreation, Personnel, Building & Grounds & Fellowship House
(1) Council will have to discuss if they want to approve the 2008 Curb Cut Program change order for ($3,873.00).
(2) Council needs to authorize the Manager to release the following escrows:

Ike Griffin - Transportation & Parking, Public Safety & Building & Grounds
Tony Tucci - Public Safety, Public Works, Parks & Recreation & Library
(1) Council will have to discuss adopting a motion for the advertised 2006 Fire IFC Ordinance.
(2) Council will have to discuss adopting a motion authorizing the Staff to use Fox Rathschild, LLC as the Arbitration Attorney for police negotiations if necessary.
(3) Council will have to discuss adopting a Resolution setting the Police Officer’s Pension Contributions for 2009 at 1.5% per the contract.

Paul McConnell – Personnel, Finance, Public Works, Building & Grounds, Transportation & Parking, & Library
(1) Council will have to discuss adopting an Ordinance setting the Real Estate Tax Millage for 2009 at 4.0 mills.
(2) Council will have to discuss adopting a motion for a Resolution setting the Licenses, Permits and Other Fees charged by the Borough for 2009.
(3) Council will have to discuss adopting a motion approving the 2009 Budget at $9,183,920.
(4) Council will have to discuss adopting a motion for a handicapped parking space at 303 East Elm Street conditioned on the applicant’s receipt of a handicapped licenses plate.
(5) Council will have to discuss adopting a motion for the minutes which gave the Staff preliminary approval to file applications for two Smart Transportation Funding Grants. These grants do not require matching funds and the projects are for traffic signal upgrades and
railroad crossing improvements.
(6) Council will have to discuss adopting a motion to appoint Conrad Siegel as the Firemen Pension Plan Actuaries.

Jason Salus - Building & Grounds, Personnel, Transportation& Parking, Finance & Mary Wood Park House
(1) Council will have to discuss adopting a motion to accept or reject the Verizon Building at 402 Fayette Street bid which was received.
(2) Council will have to discuss adopting a motion approving the revised land development plan for 143 West Second Avenue per the lawsuit.
(3) Council will have to discuss approving a Waiver of Off Street Parking for 112 Fayette Street for Estanda Solutions, Inc.

Joe Collins - Mayor Report
(1) Police report for the month.
(2) The Mayor would like Council to accept John Ellam’s resignation and election to participate in the DROP Program effective December 30, 2008.
(3) Council will have to discuss if they want to approve Dave Lennon’s request for a course starting January 28, 2009 for a cost of $978.75 plus book cost and a course starting March 11, 2009 for a cost of $978.75 plus book cost.
(4) The Mayor would like to update all residents that the Police are issuing tickets for anyone who parks against traffic this winter.

Sandy Caterbone - President
(1) Council will have to discuss adopting a motion for the advertised Borough of Conshohocken Codification Ordinance.
(2) Council needs to discuss the meetings schedule for 2009.
(3) Council needs to discuss Boards and Commissions term expiration for 2009.
(4) Council will have to discuss adopting a motion approving the Solicitor’s proposed internal policy and procedures for open record requests.
(5) Council will have to discuss adopting a motion to authorize the Staff to apply to the Direct Farm Sales Grant Program for a Farmers Market Grant. The application is due December 29, 2008.
(6) Council will have to discuss authorizing the Staff to submit a preliminary application for County Community Revitalization Funds for the streetscape improvements to the 500 block of Fayette Street. The preliminary application is due January 15, 2009.
